Project Sela: an accessible and secure retail CBDC ecosystem

Project Sela is a joint initiative by the BIS Innovation Hub Hong Kong Centre, the Bank of Israel, and the Hong Kong Monetary Authority that developed a proof-of-concept (PoC) for a secure, accessible retail CBDC (rCBDC). It demonstrated a two-tier architecture where the central bank operates the core ledger, while private intermediaries handle customer-facing services.
