
Isolated Counties, Government Supervision, and Illegal Land Transfers
Local governments’ reliance on land finance in China has intensified due to fiscal decentralization and political incentives. However, illegal low-price transfers of industrial land persist despite central regulations. We examine how government supervision mitigates such practices. We find that cities under stricter supervision are less likely to transfer industrial land illegally.
